BY a vote of 5 to 3, the Senate on Thursday adopted the impeachment procedures proposed by the Committee on Judiciary, Governing administration, Regulation and Federal Relations and the Committee on Govt Appointments and Governmental Polices.
The procedures have been adopted as Senate Resolution 22-1, which was released by Senate President Jude U. Hofschneider, a Republican from Tinian.
Floor amendments were proposed by minority bloc Sens. Edith Deleon Guerrero, a Saipan Democrat, and Paul Manglona, a Rota unbiased, and place to a vote, but these were turned down, 3 to 5.
Signing up for Deleon Guerrero and Manglona in voting for the amendments was Rota Impartial Sen. Teresita Santos.
Senate Vice President Justo Quitugua, a Saipan Republican, was absent.
The other senators are Republicans Francisco Cruz of Tinan, Victor Hocog of Rota, Karl King-Nabors of Tinian, and Vinnie Sablan of Saipan, the operating mate of Republican Gov. Ralph DLG Torres.
Senate President Hofschneider mentioned throughout the session that specific counsel Joe McDoulett was retained by his place of work to support with the impeachment principles.

Democrat Rep. Leila Staffler was the very first to take the podium, questioning McDoulett’s position as “special counsel,” and opposing the proposed Senate impeachment policies.

Santos questioned the Senate impeachment rules for the trial of Torres.
“Mr. President, I do not recognize why the committee chooses to dictate who should provide as the impeachment prosecutor,” she said.
Santos pointed out that in the U.S. Congress, the impeachment supervisors are chosen by the Residence speaker.
As for the rule to limit the impeachment prosecutor to just the Dwelling authorized counsel and team, Santos claimed this is “unjust, unethical, unfair, and unreasonable” to the Household of Representatives.
“If these overreaching actions ended up reciprocated, I undeniably question that the Senate would consent and tolerate these disregard [for] the separation of the residences of Legislature, and this has been echoed by a number of members of the Dwelling of Associates,” she additional.
She also noted that there were no limitations placed on who the impeached formal can have as legal counsel and personnel for the impeachment proceedings.
“Again, this is highly biased, partial, and unfair to the Home of Representatives… I am not a authorized skilled, but dependent on my knowledge of the proposed regulations, the Senate will not be conducting a good and impartial trial and, if these policies are adopted, we may possibly not even have a trial at all. The proposed guidelines are littered with bias. It’s particularly obvious and evident that the scales of justice have been deliberately tipped to accommodate the impeached,” she said.
According to Sen. Deleon Guerrero, “It is clear that the adopted impeachment policies do not spell justice.”
Senator Manglona also opposed the impeachment rules.
Voting in favor of adopting the guidelines were the Senate president, the Senate ground leader, Hocog, Cruz and King-Nabors.
These opposed had been Deleon Guerrero, Manglona and Santos.
On Jan. 12, 2022, by a vote of 15 to 4 with 1 abstention, the Democrat-Unbiased-led Dwelling impeached the Republican governor for fee of felonies, corruption, and neglect of obligation. He has denied the allegations.
He will be taken out from office environment if six members of the Republican-led Senate vote for his conviction.
